What is an IRS Verification of Non-filing Letter?
An IRS Verification of Non-filing Letter provides proof that the IRS has no record of a filed Form 1040 for the year you requested.
Note: It does not indicate whether you have a requirement to file a return for that year
How Do I Get a Verification of Non-filing Letter?
You can request an IRS Verification of Non-filing Letter from the IRS, free of charge, in one of three ways:
Note: If you normally filed a Puerto Rican or Foreign Income Tax Return, you must submit your request for verification of non-filing to the appropriate tax authority.
Online Request
Available at www.irs.gov/individuals/get-transcript.
Note: This is typically only available if you have filed a tax return in prior years. If this is not the case, you will be required to submit using the paper request process listed below.
- One the IRS’ website click “Get Transcript Online” You will be required to validate your identity. If you cannot provide financial verification information– you may use Get Transcript by Mail, below)
- Follow the instructions for creating an account or log in with your account information. To create an account, you will need you’re the following;
- Social Security Number (SSN) or Individual Tax Identification Number, (ITIN)
- Email address,
- Birthdate,
- Mailing address listed on your most recent tax return,
- Tax filing status listed on your most recent tax return,
- Verify an Account number for loan or credit card associated with your name (note IRS uses a credit report to verify this information
- and mobile phone associated with your name.
- Select “Verification of Non-filing Letter” and in the Tax Year field, select “Select the Year Requested“.
- Once successfully validated, you will be able to view and download the IRS Verification of Non-filing Letter.
- Submit the IRS Verification of Non-filing Letter, if requested, to the Office of Student Financial Aid; make sure to include the student’s name and student ID number on the letter.
Telephone Request
You can obtain the verification on non-filing by phone by calling IRS 1-800-908-9946.
- Using this method you can expect to receive a paper IRS Verification of Non-filing Letter, at the address provided, within 5 to 10 days from the date requested.
- Note: The IRS Verification of Non-filing Letter requested by telephone cannot be sent directly to a third party by the IRS.
- Submit the IRS Verification of Non-filing Letter, if requested, to the Office of Student Financial Aid; make sure to include the student’s name and student ID number on the letter.
Paper Request Form – IRS Form 4506-T
Download IRS Form 4506-T.
- Complete lines 1 – 4, following the instructions on page 2 of the form 4506-T.
- Line 3: enter the non-filer’s street address and zip or postal code. Note: Use the address currently listed on your most recently filed return.
- Line 5 provides non-filers with the option to have their IRS Verification of Non-filing Letter mailed directly to a third party by the IRS. Note: Is is not a good idea to have your IRS Verification of Non-filing Letter sent directly to the school.
- Line 7: Select the checkbox on the right hand side for Verification of Non-filing.
- Line 9: Year or period requested field, enter “12/31/YEAR”.
- The non-filer must sign and date the form and enter their telephone number. Only one signature is required when requesting a joint IRS Verification of Non-filing Letter.
- Mail or fax the completed IRS Form 4506-T to the address, if mailing (or FAX number) provided on page 2 of Form 4506-T, fastest method.
- If the 4506-T information is successfully validated, tax filers can expect to receive a paper IRS Verification of Non-filing Letter at the address provided on the request within 5 to 10 days.
- Submit the IRS Verification of Non-filing Letter, if requested, to the Office of Student Financial Aid; make sure to include the student’s name and student ID number on the letter.
